Past Projects
Mark Upton has led a number of significant projects including:
- Identifying the key ways in which English councils could lever in private investment into social housing
- Developing policy and funding options for regeneration in the 2010 Comprehensive Spending Review
- Writing the official Government response to the public consultation on the Coalition Agreement on Communities and Local Government issues
- Leading a programme of activity and policy advice (e.g. policy and legislative priorities, political philosophies) helping a Whitehall department to prepare for the change of Government in the 2010 General Election
- Conducting a supplier risk assessment of the local government public services market in light of the 2008/09 economic downturn
- Helping to formulate the Government’s initial strategy on Total Place and Total Capital
- Writing the statutory Government guidance on best value and commissioning
- Commissioning and co-authored a study into the future prospects for the local government public services markets
- Putting in place an evidential framework for re-positioning the Government’s Local Government capacity building programmes and investment
- Programme Managing the £350m local e-government programme and in doing so securing an additional £180m through the Comprehensive Spending Review
- Leading the negotiations on the Government’s interests in the flotation of Kingston Communications plc
- Conceiving and developing the programme for the Strategic Partnering Taskforce to promote the development of Strategic Service delivery Partnerships between local authorities and the private sector
- Reviewing the Local Government legal framework to identify ways to promote partnership working through legislative change
